Found bad capacitor on system. Hooked up my test capacitor and found system to be over charged. I recommend recovering over charged refrigerant and performing a nitrogen leak search to verify system is not leaking. Customer declined repairs for today and will let us know if they want to move forward Left outside disconnect off so nothing can get damaged due to fan motor spinning in the opposite direction with the bad capacitor.

The bare minimum basic repairs to get the system running today. Completed all the repairs charged system to manufacturer specifications. Monitored system operations checked Delta Delta. Tea is at 21°. System is running great at this time. No other issues issues.
